KU: Former VC Formed Purchase Committees on Day of Demitting

Throwing rules to wind, the former Vice Chancellor of University of Kashmir (KU), Professor Reyaz Punjabi, constituted purchase committees for 2011-2012 on the last day of demitting the office.


The Assistant Registrar General Administration on behalf of Prof Punjabi vide order number F (Const-Committee-Gen.Admn) KU/11 dated June 1, 2011 constituted various purchase committees till ending March 2012.


The committees include Central Purchase Committee (CPC) for Scientific Equipments, CPC for Printing and Stationery, CPC for Furniture, Furnishing, Coal and Fire Wood, Committee for Purchase of Computers and Allied Items, Transport Committee and few other committees.


“Purchases worth crores have to be made during the current financial year and Prof Punjabi kept all his close confidants as heads of these committees. Morally he should have not passed such an important order on the last day in office,” sources told KNS.


“Bungling worth crores have happened in the last three years in purchases for the University. During Prof Punjabi’s tenure purchases worth crores were made without tenders and the trend continues as same people have been assigned the job of purchases till March 2012,” they added.


A senior official in the KU’s administration block told KNS  that Prof Punjabi passed dozens of important orders during last days in his office. “New VC Prof Talat Ahmad should look into it as Prof Punjabi has left KU in a quagmire. For the benefit of a few corrupt officials, thousands of students suffer,” he added.


Demanding a vigilance probe in all purchases made in the last three years, he said, “As chancellor of the University, Governor N N Vohra should order a vigilance probe in all the purchases, appointments and promotions made during Punjabi’s tenure.”


“There are huge scams in KU in which Registrar, Prof Syed Fayyaz, Deputy Registrars, Special Secretary to VC, Qaiser Aijaz and few other officials are involved,” he alleged.


However, the Registrar KU, Prof Syed Fayyaz says there is nothing wrong if the outgoing VC passed the order on the last day in office. “It is a routine matter,” he told KNS.
